Since its publication in 1987, Methods for the Economic Evaluation of Health Care Programmes has become the standard textbook in this field world-wide. Over the past ten years, the field of economic evaluation in health care has expanded considerably, with a rapid rise in the number of published studies, and wider recognition of their use in health care decision-making. Developments in economic evaluation have also led to the publication of several guidelines for study methodology, most recently those proposed by the United States Public Health Services Panel. The new edition of Methods for the Economic Evaluation of Health Care Programmes follows the same basic structure as the first edition. The key methodological principles are outlined using a critical appraisal checklist that can be applied to any published study. The methodological features of the basic forms of analysis (cost analysis, cost-effectiveness analysis, cost-utility analysis, and cost-benefit analysis) are then explained in more detail. The book has been greatly revised and enlarged, especially with respect to cost-utility and cost- benefit analysis, where major methodological developments have taken place.New to this edition are chapters on collecting and analysing data, and presenting and using economic evaluation results. This book is very abundant in resarch and exploration of the link between animal abuse and intimate violence. Addtionally, they focus on children and pet-care programs in the latter part of the book. This portion is signifcant since these programs assist in preventing further domestic violence and animal abuse. Frank Ascione and Phil Arkow produced a very good book, and this book should be read by all within the domestic violence field, vetererians, and law enforcement officials.

"Introduction to Emergency Management" is a straight-forward and insightful entre into the world of public emergency management. George Haddow and Jane Bullock are former senior FEMA officials that exerienced it first hand. And it shows.
I've added this book as one of my reference texts for the Organizational Continuity sessions I conduct. I also plan to use it in an workshop series I'm developing. It would be a great textbook for any course on Emergency Management AND it's also a good read for anyone interested in getting a taste of Emergency Management. I truly wish this book was in print when I took Emergency Management in grad school.
Highly recommended !!!

This is an important analysis of the mismanagement of the UK NHS in the last twenty years. The UK NHS is both a good example and a dire warning to the rest of the world. It's a good example in that we achieve population coverage to some level. The dire warning bit is that the standards (of access, and outcomes achieved) are not as high as we like to think, or as good as in comparable European countries.
Imagine a car company that did not like its engineers. That's about the relationship between NHS management and the doctors and nurses who deliver the care to patients. Hunter clearly shows the problems that such an attitude causes and reminds us, ""As any change management text will state, the chances of ensuring that successful implementation occurs are seriously impaired if those working on the front line are not signed up to the changes and seek to contest, or undermine them.....A key feature of the most recent changes in the NHS in England is that the key professions have been disengaged from the reform process"
The UK NHS is a dire warning to others. It has consumed vast amounts of policy ideas and money, and delivered little in return for all the investment spent on it. The processes of change have been disruptive, faddy, and not sustained rather than constructive with long term outcomes in mind. Hunter describes the policies and their botched implementation carefully, and is clear about the consequences. The book is clearly written and well referenced, and so makes a strong case for its conclusions.
The tragedy is that all of us are suffering from this- doctors, patients, managers, voters, taxpayers, politicians.
Read this excellent book to find out where things have gone wrong in the NHS and why. And then make a note that centralized top down schemes which do not engage the workers will never succeed. No matter how much you paid the management consultants and special advisers to write them.
And if Americans are looking for a scheme to emulate then the UK NHS probably is not it.

The previous reviewer, unfortunately, fails to understand much economics and likely rated this book for his own Republican purposes. As a Yale economist, I place my full support on the economics in this book. Unfortunately, the previous reviewer misses the point altogether, which has little to do with economics--it is a point about humanism. Not only are these authors qualified to draw the conclusions they do--their heavily documented and outstanding conclusions present a fresh analysis for those who have heard about global equity problems but need the details fleshed-out in an interesting and accurate manner. It is clear that this text is grounded in strong scholarly research while maintaining its voice to the common reader. Definitely a read for anyone interested in equity issues, global problems, and health care.

I picked up this book as an after thought because right of the bat it seems dense and wordy (which it is). I was thinking I'd skim through the chapters to catch the gist of what was written - however I was pleasantly surprised at the quality of writing (this book has been well edited). This is a great collection of individual work created by various academics/contributors. The basic premise of the book is an investigation into the question of : "Can social insurance be made a part of the Canadian health care financing framework ? ".
The book has arguments for and against this question. Reading well researched and clearly expressed opinions from both sides of the debate was a refreshing change from the usual text of this nature which only talks about one point of view (the authors) ! The book does not give a definite answer , rather I felt it was allowing the reader to create his own opinion (at least I was inspired look at other debates in the US and UK systems).
Great book and highly recommended.

Sustainability, quality, and accessibility are vital questions in health care. All Canadian governments, concerned about the growing share of the public budget absorbed by health care, are questioning the sustainability of the present system. How can we maintain and improve access to health care services of appropriate quality while ensuring sustainability? If there is one consolation to Canadian governments as they wrestle with the future of Medicare, it is that sustainability concerns are not unique to Canada but affect all countries, regardless of the level of private financing in a system. Some countries, however - particularly social insurance countries in Northern Europe such as Germany and France - manage to achieve universal access without wrestling with waiting lists, while providing a wide range of services. Sickness and Wealth is an enlightening and in-depth collection of essays on this, perhaps the most central, of corporate assaults. This book will raise any reader's awareness of how health care issues, especially in the third world, are naturally intertwined with the issues of poverty, environmental degradation, militarism, racism, issues of democratic participation and all issues of economic justice. The book clearly depicts and emphasizes how the struggle for human rights is in its essence directly up against the corporate assault known as "globalization of economies" and how health is a central aspect of human rights.
The essays hold together to form a well-rounded picture of how globalization has already affected how health care and health opportunities are pursued and achieved throughout the world and what the major forces restricting future achievement are likely to be. Scores of detailed specific examples are discussed to give the reader a concrete understanding of how health care has been involved with other social and economic issues in the modern history. The essays are well the referenced, enabling further serious study.
The volume will be extremely useful as a reference for people already involved in public health and health policy, who want a greater breadth of knowledge about the interconnections between health and other development issues, whether social, political or economic. Likewise, the book will excellently serve individuals already concerned and/or involved in anti-globalization work, but uncertain of how health relates to protesting trade agreements, environmental degradation or militarism in the third world.
The book's one weakness is its failure to describe the struggle for health care rights in the USA. The struggle for health care as a human right and the broad agreement that the current market-driven US health system is in shambles must be an important facet of the worldwide struggle. The book does acknowledge that US-based corporations are exporting the privatization of health services, health products and the natural resources which support health. But the logical and important conclusion that this movement towards privatization might be fought most effectively by aligning US progressive forces with international human rights concerns does not become clear anywhere in the book.
A chapter could easily have been included on the struggle for health care rights in the USA, the grassroots struggle parallel to the work of the People's Health Movement in other countries. Especially, the grassroots, state level and local struggles in the USA for a right to health care should not have been left out, as they so closely parallel the struggles in less wealthy nations and are making such determined progress at this moment. Readers might have also enjoyed learning about the struggle for maintaining single-payer national health care in Canada against the assault from companies trying to invade from their southern neighbor. Leading Canadian organizations appreciate the important role of the US movement against the commodification and privatization of health care resources. Educating US workers about their worsening deprivation of health resources under the current schemes of privatization is vital to weakening the base of globalization and raising the standard everywhere.

I enjoyed the book and found it presented a well organized argument for why it is so critical to allow the markets and consumers to experiment with new methods of controlling health care costs and improving access. I also appreciated the author's acknowledgement that health care is a special service that is critically important in our lives. That is what makes reforming the system so challenging.
The book makes clear that market based proposals to reform health care are designed to lower the cost of care and increase coverage. These are proposals that are critical to all Americans.

This book makes it clear that the Doctors who provided abortions when the procedures were still illegal risked their medical credentialing and professional standing. If they had been discovered, including by an office worker, they could have lost that license or gone to jail. Wanting women to have control over our own lives and access to health care was illegal
And today, my generation finds itself in an interesting paradigm. Because while the state officially allows the performance of abortion, protestors take it upon themselves to hunt and terrorize the doctors who perform this procedure. This climate has chilling repercussions because 86 percent of American counties now lack a medically licensed abortion provider. Wanting women to have access to health care places their lives physically at risk.
With all of the news stories about clinic protests and doctor shootings, it's easy for American citizens to become discouraged, feeling like extremists are winning. But this book gave me effective 'pain relief' by reminding me that we are not alone. There are doctors wanting us to obtain health care.
